Office resources are utilized for personal use. That is a simple fact. Take for example the use of internet for non-business related matters. This is considered acceptable for at least 15-30 minutes a day. But in reality the majority of the employees exceeds this by far. People check their mail, shop online and engage in social media. And them doing that during work hours is tolerated. Other use of available resources may not be as easily accepted by the employer, especially those that carry an actual cost besides the loss of productivity.
