The Legends Outlets Kansas City has added a locally-owned Mexican restaurant to its lineup. El Toro Loco Mexican Bar & Grill opened inside a 6,700 square foot space at 1706 Village West Parkway, which formerly housed Italian restaurant Johnny Carino's.
