After launching a food truck in 2016, a Galveston restaurateur is planning to open his first restaurant, a two-story Cajun-barbecue concept, in the next couple of weeks. Pelican Joe's is expected to open inside a roughly 11,000-square-foot space at 2217 Strand St. sometime in October, said owner Joe Miller.
