Progress Energy: Progress Energy seeks first base rate increase in 28 years

The first base rate increase request that Duke Energy subsidiary Progress Energy has made in 28 years will still charge customers lower inflation-adjusted rates than in 1988, according to an announcement the company made Tuesday.
