A judge's ruling this week in Shawnee County District Court means a new contract for Wichita-based Surency Life & Health Insurance Co. Earlier this year, Surency - a wholly owned subsidiary of Delta Dental of Kansas - was awarded the vision benefit contract for the State Employee Health Plan for 2016 through 2018.
