Watts Realty broke ground today on the $15 million Flats on Fourth development in the booming Parkside area of Birmingham. The company previously said that Flats on Fourth will be a five-story, 86-unit apartment building. It is located at the corner of Fourth Avenue South and 16th Street, a little over a block from Regions Field.
